The Civil Services Preliminary Examination of 2009 was largely candidate-friendly, with 81 of the 150 questions falling in the ‘easy’ bucket and only a solitary question breaching the ‘difficult’ mark. An immediately visible pattern was UPSC’s growing inclination towards dynamic, contemporary content: Current Affairs (29 questions) and Science & Technology (32 questions) together accounted for more than 40 % of the paper. This tilt reflected the policy and technological churn of the late-2000s—global financial crisis, Copenhagen climate negotiations and rapid advances in IT & biotech—requiring aspirants to look well beyond static textbooks.
Indian Economy (19) and Geography (19) retained their traditional heft, yet most economy questions were application-oriented, demanding conceptual clarity on fiscal stimulus, inflation indices and external sector terminology. Polity, at 13 questions, was slightly under-represented compared to earlier years, but remained high-scoring owing to largely straightforward articles and constitutional provisions.
A pleasant surprise was the expanded footprint of Art & Culture (16): UPSC tested UNESCO heritage conventions, classical dance nuances and medieval temple architecture—areas aspirants had historically relegated to the margins. Conversely, Medieval History appeared only once, continuing its downward trend.
Environment & Ecology (10) signalled the beginning of a decade-long upswing for the subject, with biodiversity treaties and national conservation initiatives forming core themes. Overall, the 2009 paper rewarded breadth over depth, privileging well-curated daily reading and interdisciplinary linkages. Serious aspirants who combined newspaper coverage with NCERT fundamentals could comfortably clear the cut-off.
