Concept
A High Court's registry is its administrative office, and the Registrar General heads it. A Rajasthan High Court order of 10 October 2024 posting judicial officers, for example, was issued over Mathur's signature as Registrar General.
Mathur held the post as a judicial officer, not as a judge. The 23 January 2025 notification describes him and his two colleagues as judicial officers when appointing them judges.
Article 229 of the Constitution gives the Chief Justice the power to appoint a High Court's officers and servants.
Judges are appointed differently: by the President under Article 217(1), after consultation with the Chief Justice of India and the Governor and, for a judge other than the Chief Justice, the Chief Justice of the High Court.
The Registrar General heads the Rajasthan High Court's registry. The post is held by a judicial officer, and holders can later be appointed High Court judges: Mathur and his predecessor Shrimali were both named in a Law Ministry notification of 23 January 2025.
The Rajasthan High Court was inaugurated at Jodhpur on 29 August 1949, so it completed 75 years in 2024. Its principal seat is Jodhpur, and a 1976 Presidential order set up its permanent bench at Jaipur.
