Read off the notice's own "SCHEME OF EXAMINATION" table — marks, duration and medium as printed. The table prints "Objective Type" against Paper I; Paper II's objective, multiple-choice format comes from Note 2 (“The questions will be of multiple choice, objective type.”), not the table itself. MPSC's notice does not state a negative-marking rule, so none is claimed here.

MPSC names Maharashtra directly inside three separate Paper I heads — head 2 ("History of India and Indian National Movement with some weightage to Maharashtra"), head 3 ("Maharashtra, India and World Geography - Physical, Social, Economic Geography of Maharashtra, India and the World.") and head 4 ("India and Maharashtra - Polity and Governance - Constitution, Political System, Panchayati Raj, Urban Governance, Public Policy, Rights issues, etc.") — but no single head groups that material together, so UnlockIAS does, for revision. Art & Culture is a grouping UnlockIAS uses for revision — MPSC's published Prelims syllabus does not name it as a head. It has its own Art & Culture topic page (8 questions), grouped here for revision.
MPSC's own scheme table marks Paper II "(Qualifying)" and Paper I "(Compulsory)" — only Paper I's marks carry forward (the notice never uses the word "merit," so none is claimed here). That does not make Paper II optional to attempt, though: Note 3 below states it is mandatory to appear in both papers for the purpose of evaluation, and skipping either means you are not considered for evaluation.
MPSC's scheme table also states “Topic No.(1) to (5) Degree level” — items (6) and (7) already show their own class-level requirement above, inline in the quoted list.
Note 1 adds one more detail, for item (7): “Questions relating to Marathi and English Language Comprehension skill of Class X/XII level (last item in the Syllabus of Paper II) will be tested through passages from Marathi and English language without providing cross translation thereof in the question paper.”

MPSC's own notice, published 7 December 2022 and signed by the Commission's Secretary, sets a compulsory Paper I of seven heads — 200 marks, two hours, Degree standard, Objective type — and a qualifying Paper II of seven items, also 200 marks and two hours. Both papers are set in Marathi and English.
