A state budget speech carries new announcements along with the accounts. Rajasthan's 2021-22 speech announced two fintech projects in two cities: a university in Jodhpur and a technology park in Jaipur.
Fintech means financial technology. The university was to teach computer science and IT, finance and accounting, and data analytics and analytical mathematics.
The Jaipur park, in the speech's words, aimed at “developing Jaipur as Fintech City in the country”, and cited the expertise of Rajasthan's chartered accountants and IT professionals.
RPSC's 2021 syllabus lists “Major Current Events and Issues of Rajasthan, India and International Importance.” and “Persons, Places and Institutions in News.” under Current Affairs.
The 2021-22 speech places other projects in Jodhpur too. It announced a Biotech-Pharma Business Incubation & Research Centre there at ₹5 crore, saying Jodhpur is emerging as a hub for pharma and medical equipment.
The speech also says it was the first “Paperless Budget” presented in the State.
