The Bill is the Rajasthan University of Veterinary and Animal Sciences (Jobner) Jaipur Bill, 2023, Bill No. 27 of 2023. The Rajasthan Legislative Assembly's list of Government Bills records it as introduced on 18 July 2023 and passed on 20 July 2023.

Section 3 of the Bill establishes a university by the name of "The Rajasthan University of Veterinary and Animal Sciences (Jobner) Jaipur", and states: "The Headquarters of the University shall be at Jobner, Jaipur."

The Bill's Statement of Objects and Reasons explains why it is the second. The State had one veterinary university, the Rajasthan University of Veterinary and Animal Sciences, Bikaner, and needed a separate veterinary university in eastern Rajasthan.

So the Bill places the second veterinary university at Jobner.

The idea to remember: the first veterinary university is at Bikaner (2010 Act); the 2023 Bill provides for the second, headquartered at Jobner, Jaipur, for central and eastern Rajasthan.

Why the others are wrong

  Ganganagar — Ganganagar is not the headquarters named in the Bill, and it is not on the Bill's list of districts for the new university.

  Section 4 gives the Jobner university jurisdiction over districts of central and eastern Rajasthan in the Jaipur, Ajmer, Bharatpur and Kota divisions. Ganganagar, in the north of the State, is not among the districts it names.

  Ajmer — Ajmer is inside the new university's area but is not its seat. Section 4 of the Bill names Ajmer among the districts under the university's jurisdiction.

  The headquarters, under section 3(6), is at Jobner, Jaipur. Being covered by a university and being its headquarters are different things.

  Jodhpur — Jodhpur is neither the headquarters nor one of the districts named in section 4 of the Bill.

  Jodhpur appears in other university Bills. The Assembly's list records the Agriculture University, Jodhpur Bill, 2013, passed on 30 August 2013, and the Mahatma Gandhi Divyang University, Jodhpur Bill, 2023, passed on 2 August 2023.

A State university is set up by an Act of the State Legislature. Such an Act can name the university, fix its headquarters and set its territorial jurisdiction.

The Jobner Bill does all three. It names the university, places its headquarters at Jobner, Jaipur, and extends its jurisdiction to 17 districts it lists: Jaipur, Dausa, Alwar, Jhunjhunu, Sikar, Ajmer, Tonk, Bhilwara, Nagaur, Bharatpur, Dholpur, Karauli, Sawai Madhopur, Kota, Bundi, Baran and Jhalawar.

Section 50 transfers the units in its Schedule to the new university from the Act's commencement, including the Post Graduate Institute of Veterinary Education and Research (PGIVER), Jaipur, and the College of Dairy and Food Technology, Bassi.

• Jobner is the seat of Sri Karan Narendra Agriculture University (under a 2013 Act) and, under the 2023 Bill, of the new veterinary university. Do not mix the agriculture and veterinary ones.
• "Second" counts from Bikaner. The first veterinary university is the one at Bikaner, set up under the 2010 Act.
• A district inside a university's jurisdiction, such as Ajmer, is not its headquarters. The Bill fixes the seat at Jobner, Jaipur.
