Rajasthan's Economic Review 2020-21, in its chapter on Agriculture & Allied Sectors, describes the National Mission on Agriculture Extension and Technology (NMAET).

It says “Funding responsibilities are divided between GoI and GoR in the ratio of 60:40.” GoI is the Government of India and GoR the Government of Rajasthan.

In a 60:40 split, the first figure is the Centre's share and the second the State's. So the Government of Rajasthan funds 40 out of every 100 rupees: 40 Percent.

The idea to remember: NMAET in Rajasthan is funded 60:40, Centre to State, so Rajasthan's share is 40 per cent.

Why the others are wrong

  20 Percent — A 20 per cent state share would mean an 80:20 split. The Economic Review 2020-21 gives NMAET's split as 60:40 between GoI and GoR, so Rajasthan's share is 40 per cent, twice this figure.

  30 Percent — A 30 per cent state share would mean a 70:30 split, which is not the ratio the Economic Review 2020-21 gives for NMAET.

  The same chapter gives 60:40 for NMAET, and also for the National Mission for Sustainable Agriculture and for NFSM Oil seed & TBOs.

  50 Percent — A 50 per cent share means equal funding. The Economic Review 2020-21 gives a 1:1 Centre–State pattern for a different scheme, the Jal Jeevan Mission for household tap connections.

  For NMAET it gives 60:40, which leaves Rajasthan 40 per cent, not half.

In a centrally sponsored scheme, the Centre and a State can share the cost in a set ratio. The Review writes NMAET's ratio as between GoI and GoR, Centre first and State second, so 60:40 leaves the State 40 per cent.

NMAET's aim, in the Economic Review's words, is “to restructure and strengthen agriculture extension to enable delivery of appropriate technology and improved agronomic practices to the farmers.”

The Review lists four sub-missions: Sub Mission on Agriculture Extension (SMAE), Sub-Mission on Seed and Planting Material (SMSP), Sub Mission on Agriculture Mechanization (SMAM) and National e-Governance Plan in Agriculture (NeGP-A).
