The stem asks for a pair of districts from Census 2011: one for the highest rural sex ratio and one for the highest urban sex ratio in Rajasthan. Sex ratio is the number of females per 1,000 males.
The Rajasthan Statistical Abstract 2015 reprints the Census 2011 rural and urban sex ratios of all 33 districts in its Table 2.8. For the State as a whole, that table gives 933 in rural areas and 914 in urban areas.
Each code names one lettered pair. Option (1) prints B, Dungarpur – Tonk; option (2) prints A, Rajsamand – Banswara; option (3) prints D, Jalore – Nagaur; option (4) prints C, Pali – Churu.

Concept
The Census measures sex ratio as females per 1,000 males, for the total population and separately for rural and urban areas. A district can rank very differently on the three measures.
In the Census 2011 district figures reprinted in the Statistical Abstract 2015, Pali had the highest rural sex ratio (1,003) and Tonk the highest urban sex ratio (985). On the total figure, Dungarpur was highest, at 994, followed by Rajsamand (990) and Pali (987).
At the other end, Jaisalmer had the lowest urban sex ratio (807) and Dholpur the lowest rural sex ratio (841).
RPSC's 2021 Prelims syllabus lists "Population-Growth, Density, Literacy, Sex-ratio & Major Tribes" under the Geography of Rajasthan. District sex ratios come from the Census 2011 tables, which cover 33 districts.
Rajasthan's rural sex ratio was higher than its urban one in Census 2011: 933 against 914, with 928 overall.
The two series rank districts differently. Tonk, first in the urban series, had a rural figure of 943; Pali, first in the rural series, had an urban figure of 934.

- Expecting one district to top both series. In Census 2011 Pali led the rural series and Tonk the urban series; Tonk's rural figure was 943 and Pali's urban figure 934.
- Confusing the top of a list with its bottom. Dholpur had the lowest rural sex ratio (841) and Jaisalmer the lowest urban sex ratio (807).
- Mixing census years. Rajasthan's total sex ratio was 921 in 2001 and 928 in 2011.
