The option turns on (C), Tika Ram Paliwal, who was a member of the Lok Sabha. The Parliament of India's list of Members of the Third Lok Sabha from Rajasthan shows Hindaun represented by Shri Tika Ram Paliwal; the Third Lok Sabha was elected in 1962.
So any code that includes (C) is wrong. That removes options (1) and (3).
For (B) and (D), the parliamentary records found are in the Rajya Sabha. The Vice President of India's website lists Bhairon Singh Shekhawat as a Member of the Rajya Sabha for 1974–1977, with no Lok Sabha term among his positions.
An obituary reference in the Assam Legislative Assembly (21 November 1973) says Barkatullah Khan became a member of the Rajya Sabha in 1952.

A code for Chief Ministers who were never in the Lok Sabha cannot include him.
- (2)Only (A) and (B) — This code leaves out (D), Barkatullah Khan. The parliamentary record found for him is in the upper House: the Assam Assembly's obituary reference records that he became a member of the Rajya Sabha in 1952.
RPSC's key counts him among those who were not members of the Lok Sabha, so the code needs (D) as well.
- (3)Only (B), (C) and (D) — This code includes (C), Tika Ram Paliwal, who sat in the Third Lok Sabha for Hindaun, and it leaves out (A), Hari Dev Joshi.
RPSC's key includes Hari Dev Joshi among the Chief Ministers who were not Lok Sabha members, so the code is wrong on two counts.
Concept
A Chief Minister's parliamentary record can run through either House. The Lok Sabha is directly elected, while under Article 80(4) each State's representatives in the Rajya Sabha are elected by the elected members of its Legislative Assembly.
Tika Ram Paliwal, first of the three Chief Ministers the Rajasthan Assembly's own table lists for the First Assembly (1952–57), later went to the Lok Sabha: the Third Lok Sabha list shows him as member for Hindaun.
Bhairon Singh Shekhawat's record, as the Vice President's website sets it out, runs through the Rajasthan Assembly, the Rajya Sabha (1974–1977), three terms as Chief Minister, and the Vice-Presidency from 19 August 2002 to 21 July 2007.
Barkatullah Khan, Chief Minister from 9 July 1971 until his death in October 1973, had entered the Rajya Sabha in 1952, according to the Assam Assembly's obituary reference.

The careers of Rajasthan's Chief Ministers cross between State and national office. Shekhawat moved from the Rajya Sabha back to the Assembly and later to the Vice-Presidency.
A seat in Parliament may be in the Lok Sabha or in the Rajya Sabha, and the two Houses are filled in different ways.
