When the statement reports a forecast rather than an event, the test is the same: a step can respond to a likely outcome before it happens.
RPSC's 2023 syllabus lists "Statement and Courses of Action" under "Logical Reasoning (Deductive, Inductive, Abductive)" in Reasoning & Mental Ability.
The same weighing applies whenever a warning arrives before an event: whether a proposed step is practical, proportionate and aimed at the likely effect.
In India, the India Meteorological Department (IMD) is the national weather agency. A forecast states a likelihood, so a response to it prepares for an outcome instead of repairing a loss that has already occurred.
