The pharmacopoeial preparation is iodine together with an iodide salt dissolved in aqueous alcohol, which is why the second statement's phrasing 'alcohol-water mixture' is right — the water is there to dissolve the iodide that in turn keeps the iodine in solution. Tincture of iodine is the standard textbook case of a solid solute in a liquid solvent, and the word tincture itself is the pharmacist's term for an alcoholic extract or solution. Iodine is only slightly soluble in water but dissolves readily in alcohol and in a solution of potassium or sodium iodide, which is why the preparation combines both.
Three statements, none of them numerical in a checkable way, and the pressure on the candidate is to find something wrong. Take them one at a time and there is nothing. The one that causes hesitation is the third, because 'very low' sounds like an overstatement — but a 2 per cent solution is very low by any ordinary reading, and it has to be, since iodine at higher strength irritates and stains the skin badly.
