Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Why the others are wrong

Concept

A voice change keeps the tense. Only the form changes: be + past participle, with be carrying the tense.

In a do/does question, do is a helper that forms the question. The passive does not need it, so is or are takes its place at the front: Does the statute bind ...? → Are municipal councils bound ...?

Did works the same way and becomes was or were.

Key facts

In the passive, do/does questions become is/are questions and did questions become was/were questions.

Common traps

Choosing being regarded because is looks right. Being adds a continuous sense the active does not have.
Choosing was regarded because a passive feels past. Do fixes the tense as present.
