Correct — C. Bhikaji Cama unfurled what she called the 'Flag of Indian Independence' at the International Socialist Congress in Stuttgart on 22 August 1907.
The flag had green, yellow and red bands, eight lotuses for the provinces of British India, a crescent moon and a sun, and 'Vande Mataram' in Devanagari.

- (b)Kamaladevi Chattopadhyay — Kamaladevi Chattopadhyay is remembered for reviving Indian handicrafts and handloom after independence, and in 1926 became the first woman to run for a legislative seat in India.
- (d)Sarojini Naidu — Sarojini Naidu was the first Indian woman President of the Indian National Congress (1925) and India's first woman Governor, of the United Provinces, in 1947. Not the Stuttgart flag.
Concept
Bhikaji Cama (1861-1936) worked for Indian independence from Europe. She supported Shyamji Krishna Varma's Indian Home Rule Society and co-founded the Paris Indian Society.
The flag she raised at Stuttgart was co-designed by her, based on the Calcutta Flag. It is one of the early national flags that came before the Tricolour adopted by the Constituent Assembly on 22 July 1947.
Stuttgart, 1907 is the whole clue. Aruna Asaf Ali's flag-hoisting came 35 years later, in Bombay in 1942.
