Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Which Indian state has become the first to implement the Uniform Civil Code (UCC)?

Why

Correct — A. Uttarakhand's Legislative Assembly passed the Uniform Civil Code of Uttarakhand Act on 7 February 2024, and the code came into force on 27 January 2025.

That made it the first state after Independence to enact and implement a Uniform Civil Code → option (a).

Why the others are wrong

Goa — Goa follows a civil code inherited from Portuguese rule and kept after 1961. That makes it a common civil code of long standing, but Goa did not enact a UCC of its own.
(c)
Maharashtra — Maharashtra had no Uniform Civil Code when Uttarakhand's took effect in January 2025. Marriage, divorce and succession there were governed by each community's personal law.
(d)
Gujarat — Gujarat had no UCC in force when Uttarakhand's code took effect in January 2025, so it cannot be the first state to implement one.

Concept

Article 44, a Directive Principle of State Policy, says the State shall endeavour to secure a uniform civil code for citizens throughout India.

A UCC puts marriage, divorce, succession and similar matters under one law instead of each religion's personal law. Directive Principles cannot be enforced in court, so the step is left to legislatures, and Uttarakhand took it at state level.

Goa is the likely objection. Its common civil law predates statehood and comes from Portuguese rule, so the key treats Uttarakhand as the first state to adopt a UCC by its own legislation.

Common traps

Picking Goa because it already had a common civil code: that code was inherited from Portuguese rule, not enacted by the state as a UCC.
