Correct — B. SSC keys Indore, the city that topped the over-10-lakh category of Swachh Vayu Survekshan in 2023 and 2025. The 2025 awards were presented on 9 September 2025, nine days before this exam.
The CPCB result for the 2024 edition itself puts Surat first, Jabalpur second and Agra third, with Indore tied sixth. Surat is not among the options.
Of the four cities offered, Indore is the one that topped this category in any edition from 2022 to 2025 → option (b).

Concept
Swachh Vayu Survekshan is the Environment Ministry's ranking of the 130 cities under the National Clean Air Programme (NCAP). It scores mainly the pollution-control measures each city carried out. Improvement in PM10 levels carries 2.5 per cent of the weight.
Cities compete in three bands by 2011 Census population: over 10 lakh, 3 to 10 lakh, and under 3 lakh. CPCB evaluates their self-assessments.
The top three in each band are named National Clean Air Cities. The ministry ties the awards to 7 September, the International Day of Clean Air for Blue Skies.
Read literally, the stem's 2024 edition was won by Surat, which is not an option, so none of the four cities won that year. Indore, the keyed city, topped the editions on either side of it.
