Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Why

Correct — C. Article 312 lets Parliament, by law, create one or more All India Services, including an all-India judicial service, common to the Union and the States.

The trigger is a Rajya Sabha resolution supported by two-thirds of members present and voting, declaring it necessary or expedient in the national interest. So option (c).

Why the others are wrong

(a)
Union Territories — Union Territories are dealt with in Part VIII, from Article 239. Article 312 sits in Part XIV, which concerns services under the Union and the States.
(b)
Constitutional Amendments — Amending the Constitution is governed by Article 368, with its own special majorities. Article 312 creates services, not amendments.
(d)
Finance Commissions — Finance Commissions come from Article 280: the President constitutes one every fifth year or earlier. Parliament does not create them under Article 312.

Concept

All India Services are recruited by the Union but serve both the Centre and the States.

Article 312(2) deems the IAS and IPS, which existed when the Constitution began, to be services created by Parliament under this Article.

The Indian Forest Service followed a December 1961 Rajya Sabha resolution and a 1963 amendment to the All India Services Act, and was constituted with effect from 1 July 1966.

Common traps

Confusing the two-thirds Rajya Sabha resolution in Article 312 with the special majority for amendments in Article 368.
Treating the IAS and IPS as later creations, when Article 312(2) deems them created under it from the start.
