Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. The solutions are written by UnlockIAS.

Answer

Why

Correct — A. The active verb has delivered is present perfect: has + past participle.

Present perfect passive = has/have + been + past participle.

The object a unanimous verdict becomes the subject. It is singular, so it takes has: A unanimous verdict has been delivered by the jury → option (a).

Why the others are wrong

(b)
A unanimous verdict was being delivered by the jury. — Was being delivered is the past continuous passive. It would come from The jury was delivering a unanimous verdict, not from has delivered.
(c)
A unanimous verdict had been delivered by the jury. — Had been delivered is the past perfect passive, the passive of The jury had delivered. It moves the time back a step, and has must stay has.
(d)
A unanimous verdict is delivered by the jury. — Is delivered is the simple present passive, from The jury delivers. It drops the perfect, so the verdict is no longer presented as already delivered.

Concept

When a sentence changes voice, the tense does not change. The passive keeps the tense and aspect of the active verb and adds be in the matching form.

Present perfect active: has/have + past participle (has delivered).
Present perfect passive: has/have + been + past participle (has been delivered).

The active object becomes the passive subject, the active subject moves into a by-phrase, and has or have agrees with the new subject.

All four options share the same words around the verb, A unanimous verdict … delivered by the jury. Only the verb phrase differs, so the whole item is a tense check.

Key facts

Present perfect passive: has/have + been + past participle.
The helping verb agrees with the new subject: A verdict has been …, Verdicts have been ….
Had been + past participle is the passive of the past perfect (had + past participle), a different tense.

Common traps

Choosing had been delivered because both perfects contain been. The active has fixes has in the passive.
Choosing is delivered because the active is in the present, and dropping the perfect aspect.
