Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Correct — B. The Seventh Schedule holds the three legislative lists that divide law-making power under Article 246.

List I, the Union List, is for Parliament. List II, the State List, is for State legislatures. List III, the Concurrent List, is open to both → option (b).

Why the others are wrong

Election guidelines — Elections are dealt with in Part XV, Articles 324 to 329, which vest their superintendence in the Election Commission, not in the Seventh Schedule.
(c)
Emergency powers — Emergency powers sit in Part XVIII, Articles 352 to 360: national emergency, failure of constitutional machinery in States, and financial emergency. They are Articles, not a Schedule.
(d)
Judicial provisions — Judicial provisions are in the Articles: the Supreme Court in Articles 124 to 147 and the High Courts in Articles 214 to 231. The Seventh Schedule lists subjects of law-making.

Concept

Article 246 divides law-making power, and the Seventh Schedule supplies the subject lists it refers to. At commencement the Union, State and Concurrent Lists had 97, 66 and 47 entries.

If a Union law and a State law clash on a Concurrent subject, Article 254 generally lets the Union law prevail. Subjects on no list, the residuary powers, belong to Parliament under Article 248.

The 42nd Amendment, 1976 moved subjects including education and forests from the State List to the Concurrent List.
