Correct — C, Credit Guarantee Fund Trust for Micro and Small Enterprises. That is the Trust's registered name, printed exactly so on its own website: 'Government of India and SIDBI set up the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE).' Two things fix the wording. First, the expansion has to account for every letter in the acronym in order — C-G-T-M-S-E maps to Credit, Guarantee (Fund) Trust, Micro, Small, Enterprises — and only 'Micro and Small' produces M before S. Second, the mandate matches the name: CGTMSE exists to make bank credit available to micro and small enterprises without collateral or a third-party guarantee, so that a first-generation entrepreneur with no property to pledge can still borrow. The Trust's own statement of purpose puts it this way — 'Availability of bank credit without the hassles of collaterals / third party guarantees would be a major source of support to the first generation entrepreneurs to realise their dream of setting up a unit of their own Micro and Small Enterprise (MSE).'
