Licences for seabed exploration in areas beyond national jurisdiction are issued by the International Seabed Authority, not by the (now-defunct) Global Ocean Commission, so statement 1 is wrong. India has obtained ISA ‘pioneer investor’ licences for polymetallic-nodule exploration in the Central Indian Ocean Basin, making statement 2 correct. These nodules contain manganese, copper, cobalt and several rare-earth elements, so statement 3 is also correct. Hence only 2 and 3 are correct.
