Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Answer

Why

Correct — A. The active verb will be delivering is future continuous: will + be + the -ing form.

Its passive keeps both layers: will be for the future, being for the continuous, then the past participle delivered.

The object, the parcels, becomes the subject, and the vague doer they is dropped, as in all four options: "The parcels will be being delivered this afternoon" → option (a).

Why the others are wrong

(b)
The parcels are being delivered this afternoon. — are being delivered is present continuous passive. It is natural English for a planned delivery, but the voice change must keep the active's future tense, and will has gone.
(c)
The parcels will being delivered this afternoon. — will being is ungrammatical. The modal will must be followed by a base form, so the continuous passive needs will be being delivered.
(d)
The parcels will have been delivered this afternoon. — will have been delivered is future perfect passive, the passive of will have delivered. It says the delivery will be complete, not in progress.

Concept

Every passive is be + past participle, and that be carries the tense of the active verb.

Put be into the future continuous (will be + -ing) and you get will be being. Add the past participle: will be being delivered.

It sounds heavy because be and being stand side by side, but each word does one job.

If will be being sounds clumsy, it is still the regular passive of this tense. The simpler the parcels will be delivered drops the continuous, and it is not offered here anyway.

Rejecting will be being because be and being look like a repetition
Choosing are being delivered because it sounds natural for a planned delivery, though it drops the future
