Why the others are wrong

- (c)Pharmacological effect — Pharmacological effect groups drugs by the effect produced, so all analgesics sit together because they relieve pain, whatever their chemistry. It is the classification most useful to a prescribing doctor.

Drugs are low molecular mass chemicals that interact with larger biomolecules such as enzymes and receptors, producing a biological response.
Because the same molecule can be described by its structure, by its target, by its action and by its effect, chemistry recognises several parallel classifications rather than one.
Each serves a different user. A doctor reaches for effect, a chemist for structure or target. The question tests whether you know the list, so a plausible-sounding clinical phrase is inserted to see if the list is memorised or merely half-remembered.
Note that only three of the four real criteria appear among the options. The fourth, classification on the basis of drug action, is absent, so counting the real criteria in the options is not a route to the answer.
