Concept
The real chain here is how India moved from taxing goods, to taxing value added, to taxing services.
Excise duty was charged at each stage of production, so tax piled on tax. MODVAT (Modified Value Added Tax), introduced in the 1986-87 Budget, let a manufacturer set off duty already paid on inputs against duty on the finished product, which broke that cascade. It was later renamed CENVAT.
Service tax (1994) extended the net to services, starting with a handful of them. Both were subsumed into GST on 1 July 2017.
The question asks for the order of implementation, not for four years. You can answer it knowing only that land revenue is ancient and service tax the newest of the four, which alone eliminates most of the option set.
