Why

Correct — C. The question follows the NCERT list of industrial districts of India, which names fifteen: Kanpur, Hyderabad, Agra, Nagpur, Gwalior, Bhopal, Lucknow, Jalpaiguri, Cuttack, Gorakhpur, Aligarh, Kota, Purnia, Jabalpur and Bareilly.

Cuttack and Kota are on it. So are Kanpur and Agra, and so are Jabalpur and Bhopal. Alwar and Bhiwani appear nowhere on it — nor among the eight major industrial regions or the thirteen minor ones — which makes option (c) the pair that is NOT an example.

Why the others are wrong

Cuttack and Kota — Cuttack and Kota are both named industrial districts in the NCERT list, so the pair is an example and fails the NOT.
(b)
Kanpur and Agra — Kanpur and Agra open the same list — Kanpur for leather and cotton textiles, Agra for leather footwear.
(d)
Jabalpur and Bhopal — Jabalpur and Bhopal are the two Madhya Pradesh entries on that list of industrial districts, so this pair is an example too.

Concept

NCERT sorts India's manufacturing geography into three descending sizes: 8 major industrial regions, 13 minor industrial regions and 15 industrial districts.

A place enters the third group on measures such as the number of industrial units and workers, power consumed for industry, total output and value added by manufacturing.

The trap is that Alwar and Bhiwani are not industry-free towns. The question is not asking whether a place has factories. It is asking what is on the list.

This is a memory question about a textbook enumeration, not a piece of economic reasoning. Learn the fifteen names as a list — a pair question like this one is settled by whichever of the two names you recognise.
