Why

Correct — D. Ujjwala 2.0, launched in August 2021, was announced as an additional 1 crore — that is 10 million — LPG connections, on top of the 8 crore released under the first phase.

What the second phase changed was the terms rather than the product. The connection is deposit-free, and the beneficiary gets the first refill and the hotplate free.

It also removed the paperwork that shut migrants out: a self-declaration of address is accepted in place of a ration card.

Why the others are wrong

(a)
Free gas stove for BPL Households — A free hotplate is one of the benefits of 2.0, not the aim of the phase. The stem asks what the phase set out to deliver, and that is the connections.
(b)
20 million LPG connections will be provided to the beneficiaries — 20 million is double the announced figure. The second phase was declared as one crore additional connections, not two crore.
(c)
Free LPG connections for commercial use — Ujjwala is a domestic scheme for household cooking gas. Commercial LPG is a separate, unsubsidised category that no phase of the scheme covers.

Concept

The Pradhan Mantri Ujjwala Yojana was launched in 2016 by the Ministry of Petroleum and Natural Gas, giving deposit-free LPG connections to women of poor households.

The purpose is health as much as fuel. Cooking on firewood, dung and coal fills a kitchen with smoke, and indoor air pollution is the harm the scheme was written against.

The first phase reached its 8 crore connection target in 2019. Ujjwala 2.0 is the top-up phase announced for a further crore, with easier documentation.

A connection released is not the same as a cylinder refilled. Coverage numbers count connections, and refill rates are the separate measure the scheme is judged on — worth knowing, and not what this stem asks.
