Why

Correct — C. Rule: the subordinate clause opens, each transitive verb pulls its own object, and the 'and' segment closes.

S, 'after Pakistan framed', is a subordinator plus a transitive verb, so it needs an object. That is O, 'its first constitution', whose 'its' can only point back to Pakistan.

R, 'general Ayub Khan took over', is the main clause and takes Q, 'the administration of the country', as its object.

P begins with 'and', so it can only close the sentence. S-O-R-Q-P, which is option (c).

Why the others are wrong

(a)
POSRQ — POSRQ opens on 'and soon got himself elected'. A coordinator cannot begin the sentence, because there is no earlier verb for it to join.

ROPQS — ROPQS reads 'took over its first constitution' and then ends on the dangling subordinator 'after Pakistan framed', which is left with no object at all.
(d)
SPORQ — SPORQ drops 'and soon got himself elected' between 'framed' and its object, so the verb loses its object and the 'and' joins nothing.

Concept

Segment-rearrangement items are decided by grammatical hooks, not by knowing the history the sentence happens to report.

Three hooks do all the work here. A transitive verb pulls its object towards it, so 'framed' takes 'its first constitution' and 'took over' takes 'the administration of the country'.

A possessive pronoun needs its noun earlier, which puts Pakistan ahead of 'its'. And a coordinator cannot start a sentence, which pins the 'and' segment last.

With those three fixed, one order is forced and the options need no weighing.

The content is historical, but none of that knowledge is required. Every constraint used above is visible in the wording of the segments themselves.
