A turbo-jet draws atmospheric air, compresses it, burns fuel in it and expels the exhaust; without surrounding air it cannot operate, so it is useless in the vacuum of space. A rocket, in contrast, carries both fuel and an oxidizer (often liquid or compressed oxygen) and therefore works independently of the atmosphere. Hence both statements are correct.
