Under the 2008 India-US Civil Nuclear Agreement India agreed that any power reactor which runs on imported nuclear fuel must be placed under International Atomic Energy Agency (IAEA) safeguards, while reactors fuelled entirely by domestically mined uranium remain outside the safeguards system. Hence reactors using imported uranium are kept under safeguards, whereas those using indigenous fuel are not. Options relating to thorium use, ownership or foreign operation have no bearing on the placement of safeguards.
