Article 243F allows a person who has attained 21 years to contest Panchayat elections, so Statement 1 (minimum age 25) is wrong. Article 243E(3)(b) says that if a Panchayat is re-constituted after premature dissolution it holds office only for the remainder of the original 5-year term, so Statement 2 is correct.
