Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. The solutions are written by UnlockIAS.

Why

Correct — C. The active verb is did anticipate: did + base form, the simple past, set in a question.

The simple past passive is was/were + past participle. The new subject, the sudden market downturn, is singular, so was, and anticipate becomes anticipated.

In the question, was comes before the subject, and the analysts become the agent, by the analysts → option (c).

Why the others are wrong

(a)
Was the sudden market downturn anticipated from the analysts? — from the analysts uses the wrong preposition. The doer in a passive is introduced by by; from would make the analysts a source rather than the people who anticipated.
(b)
Had the sudden market downturn been anticipated by the analysts? — Had ... been anticipated is the past perfect passive. The active question uses did, the simple past, so the passive must stay in the simple past: Was ... anticipated.
(d)
Is the sudden market downturn being anticipated by the analysts? — Is ... being anticipated is the present continuous passive. It moves the question into the present and makes the action ongoing, which did anticipate never said.

Concept

A voice change keeps the tense. The object becomes the new subject, and the active tense decides which form of be the passive uses.

Simple past: did + verb (active) → was/were + past participle (passive).

In a did-question, did drops out. Was or were moves to the front and agrees with the new subject: Was the downturn...? Were the downturns...?

The old subject becomes the agent, introduced by by.

Choosing had been anticipated because the event is in the past, when did marks the simple past
Accepting from in place of by for the agent

The same did-to-was/were conversion decides 12 Sep 2025, 16:00, English Q.12: 'Why did the editor overlook the substantial stylistic anomalies?' is keyed with were, because anomalies is plural.

At 26 Sep 2024, 09:00, English Q.2, 'Rohit did not slap Kunal' is keyed 'Kunal was not slapped by Rohit', and the past perfect 'had not been slapped' is a wrong option there as well.
