Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Why

Correct — B. CCTNS (Crime and Criminal Tracking Network & Systems) is the national network, run by the NCRB, that links police stations and computerises records such as FIRs.

The BNSS supplies the rights. Under Section 173, information can be given by electronic communication, and the informant or victim gets a free copy of the FIR. CCTNS is the system in which police stations record those FIRs.

Why the others are wrong

National Crime Portal — "National Crime Portal" is not the FIR system. The similar-sounding National Cyber Crime Reporting Portal, run under the Home Ministry, takes cyber-crime complaints, not every police station's FIRs.

BHAVISHYA — BHAVISHYA is the Department of Pension & Pensioners' Welfare's pension sanction and payment tracking system for retiring Central Government employees. It has nothing to do with FIRs.

DIGI-FIR — DIGI-FIR is not the name of the national system. The network that records FIRs across police stations, run by the NCRB, is CCTNS.

Concept

CCTNS is a Mission Mode Project under the National e-Governance Plan. The Cabinet Committee on Economic Affairs approved it on 19 June 2009, and the NCRB, under the Ministry of Home Affairs, runs it.

The NCRB says it now connects more than 17,000 police stations, automating records such as FIRs and case details.

The BNSS, in force since 1 July 2024, replaced the Code of Criminal Procedure, 1973. Its Section 173 is the FIR provision, taking over from Section 154 of the old Code.

The BNSS text does not name CCTNS. The question pairs the Sanhita's FIR rights with the police network that holds the records, and the key follows that pairing.

Picking a name that merely sounds like a crime portal — the national FIR network is CCTNS, run by the NCRB.
Confusing the National Cyber Crime Reporting Portal, which takes cyber-crime complaints, with the network that stores FIRs.
