Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Why

Correct — C. A is true. The PIB release on the Cabinet's approval, dated 4 January 2023, lists reduced dependence on imported fossil fuels among the Mission's benefits.

It also expects fossil fuel imports to fall by over Rs 1 lakh crore cumulatively by 2030.

R is false. The same release makes the Ministry of New and Renewable Energy responsible for overall coordination and implementation, not MoEFCC. That is option (c).

Why the others are wrong

(a)
Both A and R are true, and R is the correct explanation of A — It needs R to be true, and R is false: MNRE, not MoEFCC, implements the Mission. A false statement cannot explain a true one.
(b)
Both A and R are true, but R is not the correct explanation of A — It also calls R true. The Cabinet release names the Ministry of New and Renewable Energy as the implementing ministry, so R fails before the explanation question arises.
(d)
A is false, but R is true — It gets both halves backwards. Cutting fossil fuel dependence is a stated aim, so A is true, and MoEFCC is not the implementing ministry, so R is false.

Assuming an environment-linked mission must belong to MoEFCC, when this energy mission sits with MNRE.
Choosing (b) after noticing that R does not explain A, without first checking whether R is true.
