Where this paper and its answers come from

SSC does not publish CGL question papers or a public answer key. From 2025 the candidate response sheet prints every question and option as a picture, so the text here is transcribed from those pictures for this shift and checked against them independently; where the layout carries meaning, the picture is shown as well. Each answer is the key SSC colour-marked on that sheet. SSC released a tentative key for challenge and later its final one, both only to candidates behind a login, and the sheet does not say which of the two it carries. Why

Correct — A. Article 352(4) says a Proclamation of Emergency ceases to operate at the expiration of one month unless both Houses of Parliament approve it by resolution within that period.

Each House must pass that resolution by a special majority: a majority of its total membership and two-thirds of the members present and voting (Article 352(6)).

Why the others are wrong

3 — No clause of Article 352 uses three months. The approval window is one month, and an approved proclamation then runs for six months at a time.

6 — Six months is the life of an approved proclamation under Article 352(5), renewable by fresh resolutions. The first approval must come within one month.

9 — Nine months appears nowhere in Article 352. It sets one month for the first approval and six months for each approved spell, renewable by fresh resolutions.

Concept

Article 352 lets the President proclaim a National Emergency when India's security is threatened by war, external aggression or armed rebellion, but only on the Union Cabinet's decision communicated in writing.

The 44th Amendment Act, 1978 tightened the procedure. It replaced "internal disturbance" with "armed rebellion", cut the approval window from two months to one, and required a special majority.

Once approved, the proclamation lasts six months and can be continued by further resolutions.

Keep this apart from President's Rule (Article 356(3)) and Financial Emergency (Article 360(2)(c)). Both must be approved within two months, and neither carries Article 352's special-majority clause.
