Why

Correct — C. The given sentence is passive in the simple future: 'will be made' is will + be + the past participle made, and 'by the people' names the agent.

Converting it: the agent becomes the subject, the passive subject becomes the object, and will + be + past participle becomes will + base verb.

The people + will make + him + President.

That is option (c) — active, simple future, meaning untouched.

Why the others are wrong

(a)
He will be made President by the people. — This reprints the given sentence word for word. It is still passive, so it cannot be the active version of itself.
(b)
By the people, he shall be made the President. — Shall be made is passive too. Moving the agent phrase to the front of the sentence changes the word order, not the voice.
(d)
People will be making him the President. — This one is active, but will be making is future continuous while the sentence given is simple future. The voice is right and the tense is not.

Concept

Future passive is built as will + be + past participle. Its active counterpart is will + base verb.

He will be made President. → The people will make him President.
The letter will be delivered. → The postman will deliver the letter.

Two things must survive the conversion: the tense and the meaning. An option that is active but continuous fails the first, and an option that is merely reordered fails the second.

Make him President is a double-object pattern — him is the object, President the object complement — and the keyed option keeps the paper's own wording, President with no article.

One option is the given sentence reproduced unchanged. It catches candidates who match the wording of the stem instead of converting it.
