Correct — D. The Prime Minister laid the foundation stone of Raja Mahendra Pratap Singh State University at Aligarh, in Uttar Pradesh, in September 2021.

The site follows the man. Raja Mahendra Pratap Singh belonged to the Mursan and Hathras country of western Uttar Pradesh, so a state university carrying his name was always going to stand there.

That is the shortcut for this whole class of question.

Why the others are wrong

Gujarat — Gujarat has no link to the raja. His estate, his political base and the university named after him are all in western Uttar Pradesh.

Himachal Pradesh — Himachal Pradesh is unrelated to him. This is an Uttar Pradesh state university, serving colleges around Aligarh.

Concept

Raja Mahendra Pratap Singh (1886–1979) was a freedom fighter from western Uttar Pradesh, and his most-cited act happened abroad.

In December 1915 he set up a Provisional Government of India at Kabul, with himself as President and Maulana Barkatullah as Prime Minister.

Its purpose was to win German and Ottoman help against British rule during the First World War.

He spent decades in exile, returned to India after independence, and won the Mathura Lok Sabha seat as an independent in 1957.

Foundation-stone and naming events are standard current-affairs fodder for SSC because they carry a person, a place and a year in a single line.

Raja Mahendra Pratap Singh headed the Provisional Government of India proclaimed at Kabul in December 1915.
