Why

Correct — B. BVR Subrahmanyam took charge as CEO of NITI Aayog in February 2023, succeeding Parameswaran Iyer.

He is a career IAS officer who had earlier served as Commerce Secretary and, before that, as Chief Secretary of Jammu and Kashmir.

The CEO of NITI Aayog is appointed by the Prime Minister and holds the rank of Secretary to the Government of India. That is the office option (b) names.

Why the others are wrong

(a)
Comptroller General Of India — There is no office called the Comptroller General of India. The Constitution creates a Comptroller and Auditor General under Article 148, and the accounts side has a Controller General of Accounts.

Chief Vigilance Commissioner — The Chief Vigilance Commissioner heads the Central Vigilance Commission, the anti-corruption watchdog set up on the Santhanam Committee's recommendation. Subrahmanyam has not held that post.
(d)
Chief Election Commissioner — The Chief Election Commissioner in February 2023 was Rajiv Kumar, in office since May 2022. It is a post under Article 324 and unconnected to NITI Aayog.

Concept

NITI Aayog — the National Institution for Transforming India — replaced the Planning Commission on 1 January 2015. It advises rather than allocates: it has no power to hand out plan funds to states.

Its structure is worth holding: the Prime Minister is ex-officio Chairperson, with a Vice-Chairperson, full-time and ex-officio members, and a CEO who runs the secretariat.

The Governing Council brings in the Chief Ministers of all states and Lieutenant Governors of union territories, which is where the cooperative-federalism claim comes from.

The question fixes the month, February 2023, because that is the only part a candidate can check. The office is what is being tested, not the officer.
