Why

Correct — B. Rottela Panduga, the Roti Festival, is held at Nellore in Andhra Pradesh, the state option (b) names.

It is centred on the Bara Shaheed Dargah, which stands on the shore of the Swarnala Cheruvu tank in the city. On the closing day devotees stand in the water of the tank and exchange rotis — flat breads — with one another.

Each roti carries a specific prayer and is named for it: an Udyoga Roti for employment, a Sowbhagya Roti for marriage and family, an Arogya Roti for health.

Why the others are wrong

Maharashtra — Maharashtra is the wrong coast for this one. The dargah at the centre of Rottela Panduga is at Nellore, in coastal Andhra Pradesh.

Tamil Nadu — Tamil Nadu is the nearest plausible decoy because Nellore district borders it, but the shrine and the tank are inside Andhra Pradesh.

Karnataka — Karnataka has no part in it. The festival's name is Telugu — panduga means festival — which points to Andhra Pradesh or Telangana, not to a Kannada-speaking state.

Concept

Rottela Panduga is quoted as an example of shared worship: Hindus and Muslims both take part, and the shrine at its centre is a Muslim one.

The Bara Shaheed Dargah commemorates twelve martyrs, and the festival is observed in the month of Muharram, running over several days.
