Why

Correct — C. The Vice-President sits in Part V of the Constitution, the Part titled The Union, which runs from Article 52 to Article 151.

Within it, Article 63 declares that there shall be a Vice-President of India.
Article 66 then lays down the election: an electoral college of the members of both Houses of Parliament, voting by single transferable vote and secret ballot.

So both the office and the manner of electing it fall inside option (c).

Why the others are wrong

Part VI — Part VI is The States — the Governor, the state legislature, the High Courts. It houses no Union office, so the Vice-President cannot be found there.

Part IV — Part IV carries the Directive Principles of State Policy, Articles 36 to 51. Those are non-justiciable policy directions to the State, not machinery for electing anyone.
(d)
Part III — Part III is Fundamental Rights, Articles 12 to 35. It limits what the State may do to a citizen and creates no constitutional office at all.

Concept

The Constitution is organised by Parts, and each Part gathers a block of Articles on one subject. Learn the Part and the Article range as a pair, because SSC asks the same fact from either end.

Part V — The Union covers Articles 52 to 151. It holds the President, the Vice-President, the Council of Ministers, Parliament and the Supreme Court.

The Vice-President's own cluster is Articles 63 to 71 — the office, the election, the term, vacancies, and the role as Chairman of the Council of States.

Part V is the Union and Part VI the States. They are the commonest pair to swap under time pressure, because each contains an executive, a legislature and courts.

The stem asks for the Part, not the Article. The Article is still the safer memory hook: fix Article 66 as the election and the Part follows.

Choosing Part VI because it too contains an executive and a legislature, only for the States.
Reading the stem as asking for an Article number when it asks for a Part.
