Why

Correct — B. For the North-Eastern and Himalayan States, the Centre and the State share the unit assistance under PMAY-Gramin in the ratio 90 : 10 — option (b).

The higher central share follows the standard treatment of these States in centrally sponsored schemes: difficult terrain raises construction costs while the State's own revenues are thinner.

The plain-area ratio in the same scheme is 60 : 40, and for Union Territories the Centre bears the entire cost.

Why the others are wrong

60 : 40 — 60 : 40 is the right ratio in the wrong place. It applies to the plain areas of this same scheme, and that swap is precisely what the question is testing.

Concept

Centrally sponsored schemes are funded jointly, and the sharing ratio is not uniform across the country.

The usual split is 60 : 40 between the Centre and a State. North-Eastern and Himalayan States are a special category and get 90 : 10. Union Territories are funded fully by the Centre.

PMAY-Gramin follows that template exactly. It replaced the Indira Awaas Yojana in 2016 and pays assistance towards a pucca house with basic amenities, the higher unit amount going to hilly, difficult and IAP districts.

The stem names the North-Eastern and Himalayan States, so it is asking for the special-category ratio. Read that phrase before the options, which are four similar-looking ratios.

Assuming an even 50 : 50 split because both governments contribute.
