Who has written the book Sangeet Bal Prakash?

Correct — B. Sangeet Bal Prakash was written by Vishnu Digambar Paluskar — option (b).

He wrote it as a graded primer for beginners, set in the notation he devised, so that Hindustani music could be taught from a printed book instead of only by ear inside a gharana.
