Why

Correct — B. The ICAR Sugarcane Breeding Institute is at Coimbatore, in western Tamil Nadu.

It was set up in 1912 under the agriculture department of the Madras Presidency, and was brought under the Indian Council of Agricultural Research in 1969.

Coimbatore is also why Indian cane varieties are prefixed Co — the letters stand for the station that bred them, which is a reliable way to remember the city → option (b).

Why the others are wrong

Cuddalore — Cuddalore is on the Coromandel coast of northern Tamil Nadu. The sugarcane breeding station is inland, in the west of the state.

Tirunelveli — Tirunelveli lies in far southern Tamil Nadu. No ICAR sugarcane institute is located there — the crop's breeding centre is Coimbatore.

Vellore — Vellore is in the north-east of the state and is known for its fort and its medical college, not for a crop-breeding institute.

Concept

ICAR runs a network of crop-specific research institutes, and the name of each one gives away the crop long before it gives away the city.

The Sugarcane Breeding Institute at Coimbatore was founded in 1912, and its breeding work produced the hybrid canes that made commercial sugarcane viable across subtropical north India, well outside the tropical belt the crop came from.

Its releases carry the Co prefix, for Coimbatore, which is how the institute's name travels on every cane field in the country.

Coimbatore also hosts Tamil Nadu Agricultural University, so the city is easy to place once you file it under agricultural research rather than under textiles.
