So the story is one of uneven spread, crop by crop and state by state. That unevenness is what the textbook means when it calls the growth in food grains disproportionate, and it is the same unevenness that later drove the demand for a second, wider Green Revolution.
Total food grain output did rise substantially. Disproportionate describes how that rise was distributed across crops and regions, not a failure to grow.
