Correct — B. Raja Ram Mohan Roy founded the Brahmo Sabha at Calcutta in 1828, the body that came to be known as the Brahmo Samaj.

What Roy founded in 1828 was named the Brahmo Sabha; the name Brahmo Samaj came into use afterwards, and question papers use the two interchangeably.
