Why

Correct — C. On Republic Day the Governor unfurls the national flag in the state capital, because the Governor is the constitutional head of the state and the President's counterpart at that level.

The parallel is exact. The President unfurls the flag at the Republic Day ceremony in Delhi; the Governor does the same in each state capital.

Republic Day marks the Constitution coming into force on 26 January 1950, so the honour goes to the constitutional head rather than to the elected head of government.

Why the others are wrong

Judge of High Court — A High Court judge belongs to the judiciary, which holds no ceremonial executive role of this kind. Judges attend the ceremony; they do not unfurl the flag.

Speaker — The Speaker presides over the state legislative assembly and holds no executive office. The Republic Day honour goes to the head of the state's executive.

Chief Minister — The Chief Minister hoists the flag in the state capital on Independence Day, matching the Prime Minister at the Red Fort. On Republic Day the constitutional head takes that place.

Independence Day, 15 August, remembers freedom from British rule: the Prime Minister hoists the flag at the Red Fort and the Chief Minister in the state capital — the elected heads of government.

Republic Day, 26 January, remembers the Constitution taking effect: the President in Delhi and the Governor in the state capital — the constitutional heads.

The Governor is appointed by the President under Article 155 and holds office during the President's pleasure.

Protocol distinguishes the two acts as well. On Independence Day the flag is raised from the bottom of the pole and hoisted; on Republic Day it is already at the top and is unfurled, which is the verb the stem uses.
