Why

Correct — D. BR Ambedkar formed the Samata Sainik Dal in 1927 as the volunteer wing of his Bahishkrit Hitakarini Sabha, founded three years earlier.

1927 is Ambedkar's year of direct action. The Mahad Satyagraha of March 1927 asserted the right of Dalits to draw water from the public Chavdar tank, and a campaign of that kind needs an organised, disciplined body of volunteers — which is what the Samata Sainik Dal was built to be.

Why the others are wrong

Savitribai Phule — Savitribai Phule worked for girls' education in Pune from 1848 alongside Jyotirao Phule, and she died in 1897 — three decades before the Samata Sainik Dal existed.

Mahatma Gandhi — Mahatma Gandhi founded the Harijan Sevak Sangh in 1932, after the Poona Pact. Different organisation, different year, and a different approach to caste.

Concept

Ambedkar built a sequence of organisations, each for a different job, and SSC asks which one belongs to which year.

Bahishkrit Hitakarini Sabha (1924) for welfare and education; Samata Sainik Dal (1927) as its volunteer corps; Independent Labour Party (1936) to contest elections; Scheduled Castes Federation (1942) as the successor political body.

The Samata Sainik Dal sits in the middle of that list as the agitational arm, not a political party.

Some accounts date the volunteer corps to a slightly different year. The paper states 1927 in the stem, so the question turns only on the founder.
