Concept
The two Ghats frame the Deccan plateau, and they behave differently.
The Western Ghats are continuous, higher, and run close to the Arabian Sea. The Eastern Ghats are lower and discontinuous, cut apart by the big east-flowing rivers, and run along the Bay of Bengal.
The two meet in the Nilgiris. In Tamil Nadu the Eastern Ghats appear as separate hill blocks, among them the Shevaroys, the Javadi hills and the Kalrayan hills.
SSC is really testing a map, not a list of names. Place each hill on a coast — Arabian Sea side, Bay of Bengal side, or North East — and the four options sort themselves before you have finished reading them.
