In which of the following years was the Election Commission of India founded?
- (a)1952
- (b)1950
- (c)1955
- (d)1947
Answer
Why
Correct — B. The Election Commission of India was constituted on 25 January 1950, the day before the Constitution came into force.
National Voters' Day is observed on 25 January precisely to mark that founding date, and has been since 2011.
The Commission owes its existence to Article 324, which vests in it the superintendence, direction and control of elections.
Why the others are wrong
- (a)1952 — 1952 is the year India's first general election finished. The Commission had to exist before it could conduct one.
- (c)1955 — 1955 falls after the first general election had already been held, so it cannot be the founding year.
- (d)1947 — 1947 is Independence. The Commission is a constitutional body created under Article 324 and could not predate the Constitution.
Concept
The Election Commission is a constitutional body, not a statutory one. Article 324 creates it and gives it superintendence, direction and control of elections to Parliament, to the State legislatures, and to the offices of President and Vice-President.
It began in 1950 as a single-member body under one Chief Election Commissioner.
It was made multi-member briefly in 1989 and again from 1993, and now works as a three-member commission with a Chief Election Commissioner and two Election Commissioners.
The election provisions sit together in Part XV of the Constitution, Articles 324 to 329.
