Correct — A. The e-Shram portal was launched by the Ministry of Labour and Employment on 26 August 2021 — the date and the beneficiary group the stem gives.

It is a national database of unorganised workers: construction labour, migrants, street vendors, domestic and agricultural workers, none of whom appear on any employer's roll.

Registration is free and yields an e-Shram card carrying a Universal Account Number, portable across states, so a benefit can follow the worker. The scheme built for that database is option (a).

Concept

Most Indian workers are unorganised, and the difficulty for policy is not sympathy but arithmetic: no register lists them, so no benefit can be targeted at them.

e-Shram is that register — a national database built by the Ministry of Labour and Employment, with registration through common service centres or by the worker directly.

Each registrant receives an e-Shram card with a Universal Account Number that works across state boundaries, which matters most for migrant workers.
