Correct — A. The Nandi Awards are the state film awards of Andhra Pradesh, conferred by the state government for work in Telugu cinema and extended to television and theatre.

Every category inside that scheme, playback singing included, belongs to the government that runs the scheme.

The stem asks which state instituted the award, not who won it: option (a).

Why the others are wrong

Maharashtra — Maharashtra confers its own Maharashtra State Film Awards on Marathi cinema. The Nandi name does not belong to that scheme.

Tripura — Tripura has no connection with the Nandi Awards. The state is in the list for distance from the Telugu film industry rather than as a rival award scheme.

Concept

Several Indian states run film awards of their own alongside the National Film Awards, and SSC asks which government owns which scheme.

The Nandi Awards are Andhra Pradesh's, covering Telugu cinema together with television and theatre.

After Andhra Pradesh was bifurcated in 2014, the Telugu film industry came to be shared between Andhra Pradesh and Telangana, but the Nandi Awards stayed with Andhra Pradesh. That is worth holding, because the stem dates the category to well before the split.

The stem attaches the year 1977 to the Best Male Playback Singer category.

The question still turns on the state, and that part is not in doubt — a candidate who does not know the year can answer it from the name alone.
