Why

Correct — D. Article 80 sets out the composition of the Council of States, the Rajya Sabha. It fixes the maximum strength, provides for members nominated by the President, and points to the Fourth Schedule for the allocation of seats to States and Union territories.

Article 79 constitutes Parliament and Article 80 is the very next provision, describing the upper House. Option (d).

Why the others are wrong

Article 92 — Article 92 bars the Chairman or Deputy Chairman of the Rajya Sabha from presiding while a resolution for their own removal is under consideration.

Article 76 — Article 76 provides for the Attorney-General for India, the government's chief law officer, and has nothing to do with the composition of a House.

Article 84 — Article 84 lays down the qualifications for membership of Parliament, such as citizenship and minimum age, rather than how a House is composed.

Concept

Part V of the Constitution deals with the Union, and its chapter on Parliament opens in a fixed order worth memorising.

Article 79 constitutes Parliament as the President and the two Houses. Article 80 gives the composition of the Rajya Sabha. Article 81 gives the composition of the Lok Sabha.

Article 80 caps the Rajya Sabha at 250 members — up to 238 representing the States and Union territories, and 12 nominated by the President for special knowledge or practical experience in literature, science, art and social service.

The allocation of seats itself sits in the Fourth Schedule, which Article 80 refers to rather than spelling out.
