Why

Correct — A. The active sentence is simple future: will announce, with the team as subject and the winner as object.

Rule: the passive of will + V1 is will be + past participle. So announce becomes will be announced.

The object moves to the front, the old subject follows by, and the time word keeps its place: The winner will be announced by the team tomorrow. That is option (a).

Why the others are wrong

The winner will announce tomorrow by the team. — Will announce is still the active verb form. Adding by the team does not make a passive — the verb itself has to become be plus announced.
(c)
Tomorrow will be announced the winner by the team. — Making tomorrow the subject is wrong, because an adverb of time is not the thing being announced. The passive subject must be the object of the active sentence, which is the winner.
(d)
The team will announce tomorrow the winner. — The team will announce is the original active voice with the words shuffled. Voice does not change by moving the object about.

Concept

Voice change is mechanical once the tense is named. Identify the tense of the active verb, then apply its fixed passive form.

Here the active is will announce, simple future, and its passive is will be + V3. The rest is placement: object into subject position, old subject after by, adverbs left in a natural slot.

The piece candidates drop is be. Every passive verb contains a form of be together with the past participle, so an option with no be in it is not passive however it is arranged.

In real writing by the team could be dropped, since the doer hardly matters. This item keeps the agent, so the test is whether the by-phrase sits where it reads naturally.
